PMO statement, 9 September (Newswire / pm.gc.ca): the visit “underscores Canada’s continued leadership in supporting Ukraine” and a “just and lasting peace”; programme priorities are deepening defence, economic and energy cooperation; it will also address the human cost of Russia’s war and people-to-people ties. Carney: “Canada remains steadfast in our commitment to support Ukraine’s defence, recovery and reconstruction.” Herald notes Canada has provided $2.8 billion in military assistance to Ukraine this year, per the PMO; Globe / CP separately cite a $6.5 billion military pledge through 2029 since 2022. Air defence and ballistic vulnerability — Zelensky’s ask. Kyiv Independent, 10 September: Zelensky arrived seeking support for Ukraine’s air defences and winter preparations; he expects “important meetings” to strengthen the strategic partnership and is to meet Carney later in the day. His Sept. 10 social post, as carried: “We will discuss how to strengthen our resilience, support people, and ensure that Ukraine has the capabilities it needs to defend itself.” Kyiv Post: before the trip he said ballistic missile defence was on the Canada agenda and described ballistic defence as one of Ukraine’s key vulnerabilities under continued Russian long-range missile and drone attacks; Kyiv is also seeking to develop its own ballistic missile defence capabilities.
